Can sand be hard like rock and still crumble under your fingers?

In Czechia, so-called locked sand occurs – sand whose grains are packed so tightly that it can resemble solid sandstone.

It can remain standing in steep formations and withstand high pressure. Yet because the grains are not strongly cemented together, the surface can still be rubbed away with your fingers.
